Marchés de permis pour les émissions industrielles d'oxydes d'azotes : bilan des expériences et leçons

Abstract : Emission trading markets have been applied for a few decades, mostly in the United States, to achieve ambitious environmental targets in a cost-effective way. Some of them were successful (lead in gasoline, Sulfur Allowance Trading), some others were not (RECLAIM13 in California). These various experiments can teach us many things about how such a scheme can work efficiently and give us some insight about the difficulties to overcome in the eventuality of the application of such a programme for the industrial emissions of nitrogen oxides in France.
