La nécessaire complémentarité des approches environnementales et sanitaires dans la gestion des sols pollués : l'exemple de Saint-Laurent-le-Minier

Abstract : French national policy for the management of contaminated sites underlines the importance of combining both environmental and health expertise. The implementation of this approach in Saint-Laurent-le-Minier (Gard) illustrates its importance in optimizing both the remediation options and the support of the population for the health aspects. The history of this village included mining and processing of Pb/Zn ore. These activities, added to a high natural geochemical background, led to high concentrations of lead in the environment and particularly in soils. An initial health survey also showed high blood lead levels in local children. These independent environmental and health observations resulted in a choice of initial management options that were rapidly challenged due to their coercive aspects. A combined analysis based on environmental and health expertise was then conducted, helped improve the understanding of both situations, i.e. environment and health, by both policy-makers and local citizens, and made it possible to modify and optimize the environmental remediation strategy for Saint-Laurent-le-Minier. It also allowed the definition of better support for the population and its health, such as regular monitoring of blood concentrations. This complementarity and this coherence rely on the concept of exposure, which is where the environmental and health approaches intersect.
