Protection of hazardous installations and critical infrastructures : complementary of safety & security approaches

Résumé

In the recent past, the European States faced several industrial major accidents of varying causes and extent with numerous casualties and major damage to the environment(Toulouse 2001, Ath 2004...). Moreover, people have already stressed the influence of terrorism in new risks emergence. Geopolitical context has brought about risks which cannot be completely avoided. It is illustrated by many events : Sarin Attack, the 9/11 attacks, Anthrax Letters, Limburg attack, drinking water contamination, action on industrial sites... Regarding SEVESO establishments, these concerns are not included in the safety report. In this paper, INERIS establishes, in the first part a brief inventory of the available methodologies and tools in order to elaborate a threat assessment. Then in the second part, INERIS formulates some proposal to integrate security aspects in a risk assessment and to globalise prevention approach and response in case or chemical accident or intentional acts on chemical sites.
