Comparative study of databases on accidents involving dangerous goods in the storage and transport to improve a crossover learning from experience

Résumé

Due to existing constraints (regulation, local policies, economy, etc.), the objectives of the "GLOBAL" project is to propose a global assessment of the technological risks related to the transport and handling of dangerous goods in the overall logistic chain by integrating also the logistic choice as a risk factor. Consequently, learning from experience is a critical means in the risk assessment. After introducing the regulatory context and of the two French databases under scope, this paper will present the positive aspects as well as the limiting ones of the two accident databases according to the four admitted steps of a incidents management system (identification, collection, analysis and treatment). Proposals of improvements for a harmonization of practices in learning from experience are given.
