An approach to optimize pesticide monitoring in surface water national network (France)

Résumé

In a recent report issued by ONEMA (French national agency for water and aquatic environments) in June 2010, an assessment of surface water monitoring evolution was realized 40 years after the first national law concerning water in France. Running on from this work, the INERIS is carrying out an evaluation and estimation of the spatio-temporal variability of WFD (Water Framework Directive) priority substances in surface waters of France to investigate the annual and monthly variations of concentration levels. In particular, this paper focuses on whether and how pesticide spatio-temporal variations can impact on the evaluation of annual river status. Of the 41 priority substances, only few pesticides (such as isoproturon) are still used in France. The monitoring frequencies given in WFD, Annex V 1.3.4 of once-a-month for priority substances and once-perthree- months for other pollutants result in a certain confidence and precision (WFD, 2000). For the surveillance monitoring period, the frequencies for monitoring parameters indicative of physico-chemical quality elements should be applied unless greater intervals would be justified on the basis of technical knowledge and expert judgement. In general, it is advisable to take samples in equidistant time intervals over a year, e.g., every four weeks resulting in 13 samples to compensate for missing data due to unusual weather conditions (drought, floods, etc.) or laboratory problems. In case of pesticides and other seasonally variable substances, which show peak concentrations within short time periods, enhanced sampling frequency compared to that specified in the WFD may be necessary in these periods.
