Maîtrise du vieillissement des installations industrielles : comparaison des politiques en France et dans 4 pays étrangers

Abstract : Following recent accidents due to ageing of equipment, the Ministry of Ecology and Sustainable Development launched at the end of year 2008 an action plan with the view to improving control of ageing of industrial facilities. In this frame, INERIS performed a comparative study in France and in four countries (the Netherlands, the United Kingdom, Germany and the United States). The study focused on the following types of equipment: pressure equipment, storage tanks, other vessels or pipes not subjected to pressure regulations, safety instrumented systems, civil works. In none of the compared countries, regulation does provide an exhaustive answer to control of ageing for the whole panel of equipment. Regulations are completed by professional guides that provide different answers according to the size and nature of the industrial site. This paper presents the results of this comparative study presenting the general principles of control of ageing for each type of equipment. Generally speaking, some main topics have to be included in the control of equipment (identification of the equipment to be inspected, definition of sensible areas, choice of the relevant non destructive technique, type and frequencies of inspections, definition of acceptability criteria, and evaluation of the remaining life time...). Regarding the organization of the companies, some aspects have to be improved (importance of the feedback, of the cooperation between the services, of the competencies, transparency in the decisions...). In France proposals for improvement of the control of ageing have been included in the "Modernization Plan" in January 2010 through 38 actions. Among them, a new topic in the safety management system including identification of the equipment to be included in an inspection plan will be added, professional guides for inspection of the different equipment will be issued, impact on environment will be more taken into account.... These measures will contribute to a better control of ageing and to an efficient prevention of the accidents due to ageing.
