Conséquences d'accidents majeurs de barrages : état des réflexions de l'INERIS pour l'évaluation de la gravité

Abstract : Article R.214.115 from the French Environmental Code introduced by the 11th dec. 2007 Decree n°2007-1735 plans safety reports for some hydraulic installations (class A and B dams, class A, B and C dikes). This safety study aims to demonstrate control of risks by the owner through a cross analysis between the consequences of the effects and the annual probability of identified major accidents. The severity level can be determined quantitatively or qualitatively. It depends on the availability of cartographic representations of the hydraulic effects (flood wave) and on an identification of the "Population At Risk" (PAR) eventually impacted by these effects. A method for characterization of the effects is based on an estimate of the local intensity and kinetics. Criteria such as " preaccident kinetics" or " post-accident kinetics " represent potential ways to reduce the severity level by decreasing the number of people impacted. The gravity or severity level associated with each accident is the result of an analysis that uses several parameters. This paper presents the progress of work underway at the INERIS by offering: A 'comprehensive' method to respond to all the theoretical criteria under Article 8 of the Ministerial decree of June 12th, 2008, A 'simplified' method taking into account the available data for the characterization of various parameters.
