Procédés de méthanisation et gestion des risques industriels. Retour d’expérience en France et en Allemagne

Abstract : The issue of risk management and sustainability of the digestion sector in the context of anaerobic energy transition is to improve the accidental risks culture, health and environmental uneven operators. The role of Ineris is to support the development of the biogas sector in a safe environment and taking risks management into account. This is to assist operators in the awareness and management of accidental risks and environmental impacts assoc iated with these facilities. For this purpose, Ineris conducted in 2012 for the Directorate General for Risk Prevention (DGPR) of the French Ministry of Ecology, Sustainable Development and Energy (Medde) an analysis of feedback specific processes related accidents biogas so that it can then operate in the identification of major accident scenarios. This analysis of the feedback focused on France and Germany. Despite the large number of incidents and several accidents in the agricultural sector with biogas plants in Germany, it was difficult to get public information on the causes of incidents and sequences of events. After discussions with various actors in the biogas sector in Germany, it is noted that there is a difficulty in obtaining their share of this type of information, presumably to defend the interests of the development of the anaerobic pathway. Generally speaking, the process of anaerobic digestion of biomass and waste generates various accident risks (and, by extension, health and environmental ones), especially during phases of operation and/or maintenance. The main hazards to be considered are respectively fires, unexpected toxic gas emission (H2S), as well as explosions which need need to be controlled explosions in order to secure the development of this sector in a sustainable way, on the basis of a risk assessment to be carried out by the project holder or the oper ator accompanied by a competent body. It is therefore necessary to ensure, according to the biomass used, protection against explosion of flammable gases (CH4, CO, H2S and H2), protection against fire and protection against the emission of toxic gases (including H2S).
