Le principe de précaution comme réponse institutionnelle au choix collectif en incertain et non comme produit de la rationalité ou de la morale

Abstract : The development of modern society comes with new risks which are complex to define and whose outcomes and probabilities are generally ambiguous. Then the need for a tool able to define the acceptable risk for society may arise. Rationality and Moral are naturally invoked. The aim of this chapter is to show that both ways lead to unsatisfying criteria. Furthermore, this chapter tackles the issue of the definition of the precautionary principle. In spite of the fuzziness for which it is often criticized, the precautionary principle paves a way for a reasonable management of risks, between the dead ends to which Rationality and Moral both lead.
