La méthode Oméga 20

Abstract : The law of July 30th, 2003 introduced a new requirement related to risks assessment. This law requires that hazardous industrial installations assess the probability of potential major accidents likely to be generated, by assessing the performance of the technical and human safety measures. This evolution implies an effort of homogenisation of the approaches used until now to assess the performances of the technical and human safety measures so that they eventually can be used to determine the probability of the potential accident. It is also the opportunity to simplify the existing methods and to make them more compatible with resources, workload and with engineers skills in charge of their application. In this context, INERIS has developed, in partnership with various manufacturers, two probabilistic methods aiming at assessing the technical and human safety measures : « Omega 10 » for the technical safety measures and « Omega 20 » for the human safety measures. Being inspired by Omega 10, Omega 20 proposes a structured approach, articulating with classic risk analysis methods. Both are based on a set of criteria allowing to verify and to justify the performance of the human safety measures and if necessary to identify potential improvements for these measures. First elements of user feedbacks are encouraging. They show that the set of criteria allow to treat safety problems which would not have been managed and that the link between the technical measures and the human measures brings a real advantage from the educational point of view.
